SPS/Process

SPS Process

The main aspects of the SPS Project Process include: Layers, Stages, Democracy and Status:

    Layers
Supporting a top-down layered approach to localization from a global guiding template, the global SPS Template provides the foundation for country-specific instance specifications.

    Stages
Supporting a more sideways approach, the SPS Plan Process can be considered from its main Stages: Plan, Constitute, Execute:

      Plan
The Nation (all citizens) defines its plan to enable its society to ensure the blossoming of generations in sustained prosperity and solidarity.

      Constitute
The Nation Constitutes the State mandating it to optimize the Plan's implementation. To do so, either a new Constitution is specified or an existing one is amended accordingly.

      Execute
The Nation partners with the State to ensure the optimal implementation of the Plan, through an effective citizen democracy, as described in the Plan.

    Democracy
Offering a more bottom-up perspective, the SPS and Plan Process is deeply citizen and democracy based. Open to everyone, the SPS Project and Plan is citizen-driven, built, approved, and shared by citizens for all citizens. More so, the State operation is managed by citizens, both directly through the democratic processes available to citizen, and through the representatives that citizens elect.

    Status
Sustained Prosperity and Solidarity (SPS) provides the template for enabling each country's specific adaptation (instance). At least one country specific instance was required to produce and validate the SPS Template. Because of proximity, accessibility, and fascinating challenges, the state of Quebec was chosen as an initial model. The current Plan adated for Quebec is available, in French, on "http://kebek.org/". It is typically referred to as PSD or PSD-QC for "Prospérité et solidarité durables - QC".
