Assess the current situation and mindset, defining the “Why?” and “How?” framing the required endeavor and specifying the plan’s introduction:

Frame the endeavor with vision, mission, definitions, and values

Plan
The standards-based “Strategy and Performance-Report plan”, defines and articulates the endeavor (What?), its strategies, and the controls required to ensure its optimal execution, performance, and accountability, while also providing the discussion and consensus (Share):

Execute
